Assessment of operation safety risk for South-to-North Water Diversion Project: a fuzzy VIKOR-FMEA approach

Abstract The South-to-North Water Diversion Project (SNWDP) is a cross-basin large-scale water infrastructure, whose operational management faces many complex risks. This study constructs an safety risk analysis model based on fuzzy VIKOR-FMEA. First, the expert team used linguistic variables to evaluate severity of each failure mode (S), frequency occurrence (O), and difficulty detection (D) in effects (FMEA). Then, analytic hierarchy process (AHP) maximal deviation approach were integrated carry out factor weights. weight matrix integrates subjective objective weights obtain comprehensive factors. Secondly, VIKOR introduced improve traditional FMEA calculate priority number. case shows that untimely flood protection, irregular maintenance, emergency response are top order. Finally, it compared with method, which verifies feasibility effectiveness proposed provides reference algorithm for operation diversion project.
